Parking in Woodpark

The Woodpark Community Association is increasingly hearing concerns from residents about parking in Woodpark. Concerns include:
Vehicles parking across from each other making our narrow streets de facto single lanes and blocking larger service trucks and buses;
The difficulty in moving within the community with no sidewalks and parked cars forcing people and pets to walk in the middle of the road; and
Vehicles that are parked on the streets for many consecutive days.
When the LRT opens as early as 2027 it is anticipated that people from other neighbourhoods will drive to Woodpark, park in the neighbourhood and then take the LRT downtown or elsewhere. This would increase on-street parking congestion, particularly near the New Orchard and Lincoln Fields Stations and exacerbate the challenges we have safely walking, cycling or driving through the neighbourhood on our narrow streets. As well, residents are concerned that the new multiunit housing being built in Woodpark without sufficient parking, such as the proposed development on the south end of Edgeworth, will contribute to this congestion.
The City of Ottawa will not be making any proactive changes to the parking restrictions in Woodpark. It will be up to the residents of Woodpark to decide what they want and then work with the city to implement any further restrictions. The city currently takes a street by street approach to addressing parking concerns which sometimes only shifts the problem from one street to the next.
We believe we need a community wide approach to parking in Woodpark. This is why the Woodpark Community Association is reaching out to residents to provide education on existing parking restrictions, present options for possible parking solutions and to seek the views of residents in Woodpark.
Current parking restrictions in Woodpark
In most of Woodpark parking is prohibited (whether posted on signs or not) if it is:
In excess of 3 hours on week days (Monday to Friday) between 7 am and 7 pm
In excess of 6 hours on weekends and statutory holidays between 7 am and 7 pm
Within 9 metres of an intersection
Within 3 metres of a fire hydrant
Within 1.5 metres of a driveway
These parking restrictions are generally not “policed” by bylaw officers unless residents submit a 311 request to report bylaw parking infractions.
In some areas of Woodpark additional parking restrictions have been put in place at the request of residents. These include:
Restrictions on when and how long you can park on Haldon Place, Walsh, New Orchard, Anthony and Flower and some sections of Edgeworth, Richardson, Wentworth
Winter restrictions: On Lawn between Richardson and Ancaster
No parking anytime except with a guest permit available for purchase by residents of the street: On Edgeworth (east side between Carling and Lawn) and on Bryon between Richardson and Compton.

Additional parking measures for consideration
Additional parking restrictions that might be considered for some streets include:
No parking during daytime hours (Mon to Friday or 7 days a week)
No overnight parking
One or two hour parking zone during daytime hours
More limited winter parking
Simplification or standardization of the various parking restrictions in Woodpark
There are also two options that may be explored to allow street parking for local residents without access to off street parking:
On-street parking permit - The residential on-street parking permit allows eligible residents to park on assigned streets for up to 48 hours. A summer monthly permit is $37 per month plus HST; a winter monthly permit is $172 per month plus HST; and an annual permit is $792 plus HST. This permit is not currently available in Woodpark but it is something that could be requested.
Guest parking permit program - Provides residents in defined areas with a special privilege that allow their guests to park for longer periods of time than otherwise permitted, subject to some limitations and conditions. This current exists on Bryon and parts of Edgeworth
The Woodpark Community Association is also interested in exploring other innovative solutions to parking, including creating an informal electronic bulletin board where residents with available parking on their driveway can offer a spot to a local resident for a fee or setting up a car sharing service such as Communauto nearby. We would be interested in hearing views from residents on these ideas and welcome new ideas.

We urge residents to think about parking in Woodpark generally and on your street and let us know what streets, if any, might benefit from future parking restrictions or changes to current restrictions. If there is sufficient interest we will convene a meeting in the spring with an official from the City Traffic Department so that residents can ask questions about the need for parking restrictions and their effectiveness. -
