Proposal for 24 story apartment plan at 500 and 508 Edgeworth Ave.

In November 2024, the Lincoln Fields Secondary Plan (LFSP) was approved by Ottawa City Council. This plan was developed to direct growth and development in the lands surrounding the Lincoln Fields Light Rail Transit station and would allow apartment buildings along the western side of Edgeworth Ave between Lawn and Carling ranging from 7 to 24 stories in height. Change on this scale, within an interior street in Woodpark, was opposed by your community association (Woodpark.ca) and many Woodpark residents who provided input into the LFSP process.

The first highrise development emerging from the plan, at 500 and 508 Edgeworth Avenue, is now in the City of Ottawa’s approval process. The proposal is for a 24-story building with a 4-story podium and 262 apartment units ranging from studio apartments to townhouses. There will be 98 parking spaces for residents, 24 for visitors and 210 bicycle storage spaces. All existing trees on the property will be removed.
The first stage of the process is to change the zoning through a Zoning By-law Amendment. This process will determine the height and footprint of the building and determine whether there is sufficient infrastructure (sewage, water and storm water) to support the development in addition to the existing homes in the neighbourhood. The documents associated with the developer’s application are available now for public comment (go to Ottawa.ca/devapps and enter 500, 508 Edgeworth to access the list of background studies and materials or go to this link https://devapps.ottawa.ca/en/applications/D02-02-25-0087/details. Comments will be accepted until the end of day Feb 23, 2026 and will be included in the staff report to the City of Ottawa’s Planning and Housing Committee (when it considers the proposal on April 1, 2026. Councillor Kavanagh is a member of the Planning and Housing Committee. The April 1st meeting will be open to the public and there will be opportunities for residents to speak at the meeting and/or submit additional written comments.
The Site Plan Control process at a later point and will consider the transportation impact assessment, the landscape plan and waste management plans amongst other things.
There will be a virtual public meeting to discuss the proposed development on March 10, 2026, hosted by Councillor Kavanagh. During this meeting the developer will describe the proposed development and respond to questions. This meeting will provide an opportunity for Woodpark residents provide both the Councillor and the developer with their views on the proposal.
Your Woodpark Community Association has reviewed the various documents associated with the proposal. One issue we are keeping a particular eye on is whether there is sufficient sanitary sewer capacity to manage the additional 262 sets of toilets, showers, tubs and sinks that would be entering Woodpark’s lateral wastewater system on Edgeworth Avenue. City officials are currently reviewing the developer’s Site Servicing and Stormwater Management Report to determine whether there is sufficient capacity. We will also be looking closely at the traffic analysis study and the landscape plan during the later stages of the approval process.
We urge Woodpark Residents to come out to the March 10 meeting to learn more about the development proposal and provide their views to Councillor Kavanagh and the Planning and Housing Committee.
