We need your views on the Lincoln Fields Secondary Plan by Sept 30!

In November 2024, the City of Ottawa's Planning and Housing Committee is expected to approve the Lincoln Fields Secondary Plan. This plan will bring an additional 10,000 residents to the area, fundamentally changing the character of Woodpark and the surrounding area. 


While the Woodpark Community Association recognizes the acute needs for housing and services near the Lincoln Fields LRT Station we are genuinely concerned about the scale of the developments proposed and their impact on our existing neighbourhood. The plan as currently drafted allows for: 

  • buildings as tall as 24 stories on the west side of Edgeworth between Carling and Lawn

  • buildings ranging from 9 to 40 stories along Carling between Woodroffe and the Lincoln Fields Station, with vehicular entrances to these buildings from Woodpark neighbourhood streets

  • low or mid-rise buildings on the north end of Edgeworth. 


Of particular concern is the lack of planning for the services that will be needed to support the increase in population. There are no commitments for community centres, ice rinks, libraries, schools, daycares etc. While a park is proposed at the 2525 Carling Ave site (where the Metro is located) there are no commitments for any new parks in Woodpark. 


Also of concern are the plans for multi-story buildings on the west side of Edgeworth Avenue.



The Woodpark Community Association will be making a submission to the City on behalf of the community and we need to know what you think about the plan. If you haven't already done so please send us your thoughts on the plan to Woodpark@Woodpark.ca by Sept 30. The City will also accept comments sent to them by that date to email (jocelyn.cadieux@ottawa.cabayward@ottawa.ca).

Development at this location is inevitable due to the close proximity to transit and shopping. That said, smart development will be key. Improvement of the existing infrastructure (roads, pedestrian and cycling facilities, water, sewer, stormwater) on Edgeworth, Lawn and Midway would be critical to supporting extensive development as proposed. Addition of a park within this proposed development would also be important for the future residents of these towers. Consideration of school access, transit access and recreation also need to be included in the community design.


The development does not proceed without the purchase of land currently owned by Woodpark residents. In the end, this change only happens if residents chose to sell their land. My concerns would be for thos…

Please note that while your community association has taken a lead on your behalf on this controversial redevelopment plan it no longer has leave to appeal the Lincoln Fields Secondary Plan if it is approved by city council.  That right was extinguished by the provincial government earlier this year.  What this means is that only registered property owners have the right to appeal to the Ontario Land Tribunal (OLT) if they object to elements of or the whole plan and seek redress. Those property owners only get the right to appeal to the OLT if they have made submissions on the plan previous to city council’s adoption of the draft…
